Is Your Bookkeeper Actually Allowed to Lodge Your BAS?

When your business is busy, it's easy to assume "the books are handled" and keep moving. Sales are coming in, customers are happy and you've got more than enough on your plate already.

But behind the scenes, the ATO still expects one very important thing to be done properly: your activity statements.

If your BAS or IAS has been prepared or lodged incorrectly – or by someone who isn't legally allowed to do it – you can end up with questions from the ATO, penalties, interest and a lot of stress. That's why it matters who is actually touching your BAS.

Bookkeeping is more than typing numbers into software. It's about checking that the information is correct, complete and compliant with current rules.

So how do you know if the person working on your file is actually allowed to prepare and lodge your BAS?

Who is legally allowed to provide BAS services?

In Australia, only a few types of people are allowed to charge a fee to provide BAS services (including preparing and lodging your BAS and IAS, or dealing with the ATO about those obligations):

  • A registered BAS agent
  • A registered tax agent
  • An employee of your business doing the work internally, under your direction

Anyone else who charges you for BAS services must be registered with the Tax Practitioners Board (TPB). This isn't just best practice – it's the law.

A registered BAS agent must meet strict requirements around:

  • formal qualifications in accounting or bookkeeping
  • relevant, recent experience
  • professional indemnity insurance
  • ongoing professional education
  • following the TPB Code of Professional Conduct

If someone is not registered and is still charging for BAS services, they're not only putting themselves at risk – they're also putting you and your business at risk.

What's the difference between a bookkeeper and a BAS agent?

"Bookkeeper" is not a protected title in Australia. Anyone can call themselves a bookkeeper or even an "accountant" without necessarily having the training or registration to back it up.

In simple terms:

  • A bookkeeper can enter and reconcile transactions, run reports and help you keep things organised.
  • A BAS agent can do all of that and, in addition, is legally allowed to ascertain, advise and represent you in relation to BAS provisions.

A good BAS agent will:

  • review your file rather than just relying on software defaults
  • design or improve your GST and payroll processes so they're compliant
  • set clear rules for how transactions should be coded
  • check your figures before anything is lodged
  • speak with the ATO on your behalf about your BAS and IAS if needed

Think of it this way: a data-entry-only bookkeeper records what happened. A BAS agent helps make sure it has been recorded in the right way – and that your systems support that going forward.

Why using a registered BAS agent protects your business

Working with a registered BAS agent gives you several important protections:

  • Confidence that your BAS is being prepared by someone who understands the rules that apply to your business.
  • A clearer picture of your obligations and entitlements (for example, GST on different types of sales and expenses, or PAYG withholding on wages).
  • Someone who can help you design a compliance system that reduces the chance of errors and keeps your records ready for the ATO or your tax agent.
  • A professional who is accountable to the TPB and required to follow a Code of Professional Conduct.

It doesn't mean mistakes can never happen, but it does mean you're working with someone who is qualified, insured and required to keep their knowledge up to date.

How to check if your bookkeeper is registered

You don't have to guess. The Tax Practitioners Board keeps a public register of all registered BAS and tax agents in Australia.

To check someone's status you can:

  • visit the TPB website
  • search by their name or registration number
  • confirm whether they are registered, suspended or simply not listed

If you can't find them on the register and they're charging you for BAS services, that's a red flag worth taking seriously.
